Actually, Harris is on the active PUP list, as opposed to the reserve PUP list, which means he can be removed from the list at any time. The reserve PUP list would have deactivated him for the first six games of the regular season.
The Injured Reserve list is entirely different, and deactivates the player for the entire season.
I believe the catch is, though, that once Harris is removed from the list, the team will have to clear roster space for him.
This move has no impact on the salary cap in relation to Harris, as far as I know.
