A couple of thoughts.
1) If this is treated as a victimless crime, then (maybe) people will forget about it, thus allowing the NCAA to do nothing about it except some investigation which will finish long after anybody cares. In this manner they can avoid harming USC.
2) If the NCAA gave a damn about the athletes, they would have some pool of supplementary money given to athletes that really need it. Donors would not be allowed to earmark the money for their desired school. In this manner it would be easy for that Clemson player to get money, and at the same time no school would have an unfair advantage.
