A village council in northern India has ordered that a man be slapped in public 51 times after finding him guilty of raping a woman who is deaf and mute, according to reports.

Elected village councils do not have judicial powers but are often used in India to settle disputes as a preferable option to the lengthy and costly process of going through court proceedings. Generally though, their purpose is to resolve land disputes and other disagreements among residents, rather than criminal offences.
But many rape cases go unreported in the country, particularly in villages, where women fear further harassment by police, who often work with corrupt local politicians and landlords.
