Kidwell was a poster who started a lot of new threads. It was a brief but bizarre episode that was amusing at first and then became a rather ugly spectacle. I don't want to judge you. You seem earnest and it was unfair of me to compare you to him. I was trying to be jocular.
To answer your question, Gibbs has said the buck stops with him. In terms of the defensive players, I suspect that Williams has a huge say in who gets signed. He would have to. IMO, the problem is that they don't have a seasoned personell evaluator who can raise the red flag on Archeletta or Carter and say, "Hold on a minute."
Here is my take on free agents. The people who know these players the best are the coaches they have been playing for. If they aren't going all out to lock them up, then Buyer Beware. For example, the Redskins were the team with the best information about Lavar and his injuries. They didn't want him and alot of other teams took their cues from that. There are exceptions where you can simply outbid a team like we did with Marcus Washington. The Colts wanted to keep him, but they couldn't or wouldn't pay. It's hard to be sure. We need a devil's advocate who is looking at the con side of these players. I'll give you a new name to blame. Lous Riddich(?) is the head of Pro Scouting.
