I am sure Gibbs thought Brunnell was the one to turn around the offensive woes again this year and only went to Campbell after becoming convinced Brunnell wasn't getting it done (two years ago, we went through the same thing before he put in Ramsey).

In fairness to Gibbs the whole offense stunk Brunell's first year and Brunell was playing hurt.
As for this season, no coach in the NFL would have went with Campbell to start the year in a new offense having never played. Brunell had a very good year last year. It's no coincidence that the offense went in the tank at the end of the season after his knee got hurt in the Giants game.
While I thought Gibbs should have switched sooner, the timing seems to be good to me. the team as a whole is coming around. I would have hated to see Campbell loose his first several games and damage his confidence.
This season is important, but the next ten are more important.
