Casserly can be pegged w/some bad picks, as most gm's can. Shuler was not a bad pick, he just didn't turn out to be the player we'd hoped, there's a big difference. You can only draft guys based on their past & their potential. Shuler had big upsides w/both, w/no history of off field problems. That he didn't become a solid pro qb is for many reasons, but I bet the vast majority of GMs at the time had him rated high. Same w/Desmond Howard, good guy, good teamate, never became a star (except his SB MVP).
I would go so far as to say that Norv screwed up Shuler's confidence by opting for Frerotte, when in that preseason they were neck and neck. Shuler had a lot more upside.
Bad draft picks & personel decisions happen when teams take players that have a history they DIDN'T find out about, whether it's a bad knee or rap sheet.
