Moron means the person being described as such is stupid. And here's The Curmudgeon's Law:

There is NO cure for stupid!

Meathead may involve stupidity in which case it too would be incurable. HOwever, Meathead MIGHT involve being a person with some basic intellect who is currently psychologically incapable of behaving in a socially acceptable way. In THAT case, Meatheadedness MIGHT be curable.

So, if I had to make a distinction here - and it would be a fine one at the very best - I'd say "Meathead" is ever so minimally better than "Moron".
