Well theres also a very select few 5 star prospects, and most of them do end up being great college players. Theres a bunch more 4 star guys, and thats why they dominate the first round.
Scouting is an inexact science though. Not all 5 star prospects are going to have 5 star talent and every once in awhile, 3 star prosects will be superstars. Sometimes, high school coaches cant find the position where a guy is best at. Thus he gets ranked low, changes his position and becomes a stud at the college level.
