Yes they would because it would put most of the cost on us and let other nations have a free ride. That why two of our Presdents have not signed this Treaty. We already do stuff here to help with greehouse gases and the article said that over 250 corps. are involved in this program. What cost is this to China? I have no probleme if we agreed to a treaty that treats all Nations the same.
