You're making a pretty big assumption that he was willing to sign before free agency opened up. A smart agent would have looked at how much money teams out there are going to have available to spend and said "Hey Doc, let's wait. I'll bet I can get you mad money." They were easily in the driver's seat and knew it.
Of course, he has to say he wants to stay because if he didn't get a good offer then his bridge isn't burnt. Same goes with his teammates. He's done nothing for them to say anything but that they would like for him to remain a Redskin.
Dockery and or his agent were smart, simple as that, to wait until this past week to sign a contract.
