exactly where do you think Cooley fits in this order? i think Cooley is a fine tight end, but i also think he can be replaced
Vernon Davis and L.J. Smith are dime a dozen players. They have skills that could be easily replaced by any TE, or in VD's case, any receiver. Dallas Clark, Jeremey Shockey and Antonio Gates can't block. So I'd put Cooley above all them right off the bat.

So that leaves Crumpler, Heap, Brady, and Witten on your list. Witten is a solid route runner, Brady is a great blocker, and Crumpler, and Heap are both. Both Crumpler and Brady are better blockers than Cooley. But no one, and I mean no one, is as sure handed or makes plays after the catch like Cooley does. Cooley is the best TE in the passing game in the league, bar none.

Once you factor in blocking, Crumpler might be a better TE, and so might Todd Heap, but thats the company he's in. And if Cooley continues to improve his blocking, he will be the leagues best TE without question. Because he does stuff in the passing game that absolutely no other TE can do.
