Pretty interesting article actually. The Skins are the only team that employs a ref to advise on challenges and it also mentions that Gibbs was the first coach to have refs that regularly worked their practices.

Larry Hill also oversees all the Skins practices where he keeps track of all penalties called so they can track player tendencies.

The one thing I would say about that is this, it's the first half, and although he didn't get the right angle in time, the network's do a pretty good job at covering all the angles, it's just a matter of how long it takes for them to show it, take a shot and throw the flag, and hope you get the right angle, first half is not imperative to keep all your time out's, and even if we lose, we still have a challenge, and 2 time out's left, if it's inconclusive at first, and he doesn't get another angle to be sure? 1st half, under those type of circumstances, I throw the flag.
