I think that this rumor is completely false. I think that there are maybe some people out there who think that Ramsey is the needed spark to ignite the offense, but honestly Brunnel is doing a better job than most people seem to be giving him credit for.
Brunnel has shown that he can make nice passes for first downs and I have seen him throw very nice, crisp passes to receivers, but there have been a fair number of times where there might be a drop. Brunnel's errant looking passes are usually just passes to throw it away when the pressure is on and I think that when the pressure is on and you don't see any receiver open down or upfield that you kind of have to throw that ball away to avoid the costly mistake.
Many times penalties have really played a big part in killing drives. For example, a series of first downs get stifled by a few untimely penalties and then all of a sudden we are in a third and long situation. That kind of gives the defense a heads up on where the ball will be headed.
As far as the comment about lack of accuracy, arm strength, and leadership, I have to say that there may be a basis for that from what is seen on the television, but if you look a little further I think that you'll see that Brunnel has been extremely accurate in a lot of different situations and that the plays are just messed up by some mental errors by the wideouts. Also, I saw Brunnel gun a couple of passes, especially in the Dallas game and I think that showed me that he still has a fair amount of mustard left in that left arm of his. Finally, in terms of leadership, I don't think that there are many players that have what Brunnel has. He has kept calm even through hard situations and helped as an example for players who might otherwise fret in times of difficulty (like after a fumble for instance). He led a great no huddle offense early in the Cleveland game and I think that he has just about won the hearts of our wideouts corp. And as Vince Lombardi said, "men respond to leadership in a most remarkable way way once you have won his heart, he will follow you anywhere."
