I don't know how TB's defense has been playing. But I would guess that they are playing much better then last year.

This year alone I probably would. Brady, Manning, Garrard, Romo, and Garcia.
Roethlisberger can't have games like this past one to be on that list.
Miles above JC and Eli is all about where those guys are at this point this season. Being fair to Campbell with the lack of help he's gotten, we can say he's been an above average player. Same for Manning.
Garcia has been a great player thus far this season, and there's definately at least a tier of QBs in this league that are clearly better than Campbell or Eli Manning, but still couldn't be in the same class as 2007 Garcia.
Palmer, Roethlisberger, Brees, Cutler, Hasselbeck, Schaub, and McNabb.
All of those guys are pretty significantly better than Campbell at this point in his development, but I wouldn't try to compare any of their years to Garcia.
So although "miles ahead" is a subjective point, I would definitely take Garcia's year to Eli Manning's 100/100 times.
