What I don't understand is why the ref didn't just tell him when he called the timeout that he couldn't do it?

For one thing, it's not the referees job to explain the rules to a coach. Some refs do, some don't, but they are not required to. And in all honesty, Gibbs
CAN call back-to-back timeouts to ice the kicker, and he did, and was penalized for it in accordance with the rules. As someone said earlier - Rookie mistake.
---but---
Didt hat cost the team the game? No, not even close, that was just the final mistake of a game that was lost late in the 3rd quarter when the Skins offense shut down, again, and put the burden of winning on the shoulders of the defense and special teams. With about 4 minutes to go and the score 16-14, I turned to my friend (a Bills fan, actually from Buffalo too!) and said, "Don't worry, you will get the ball back at least one more time." Then I watched, somewhat bewildered, as a team that had been averaging a whopping 2 yds per carry, ran the ball on three straight plays, failed to get a first down (getting even 1 would have ended the game), then headed off the field to force the special teams and defense to not lose the game. I was not surprised in the least to see a ROOKIE quarterback, playing on the road, in the rain, move the ball down the field and into field goal range against a defense that was applying ZERO pressure on him.
The sad reality is that Redskins are not a very good football team. Jason Campbell may have potential, but presently he is a turnover machine (Dave Krieg might be worried that his NFL record for most fumbles is in jeopardy!). Yeah Yeah Yeah, he is in his first year as a starter, blah blah blah only 19 starts, yadda yadda yadda give him some more time - STUFF IT Skins apologists. We are all in love with a very mediocre football team that is not really showing signs of getting better.
