In theory sure, but like I have already said, all you're doing is hurting the honest. The dishonest already get their guns without government knowledge, and just like drugs, they will continue to get them in underhanded ways. To not see that is doing a huge injustice to the honest people of the world.
Also, assuming the dishonest / evil people were caught (only the dumb), we don't have enough room in the prisons / jails. So your theory would not work at all.
I find it interesting that people think it's OK for the Military or Police to have guns, but not the general population. You need to ask yourself WHY do they have / need guns? PROTECTION. Why give them the right to protect us or even themselves, but not give the right to us?
Speaking of your theory, if for some crazy reason the country does decide to ban guns, I hold firm to Charlton Heston's comment..."from my cold dead fingers." I'll NEVER give up my fire arm and my right to protect my family...NEVER. I am quite sure there are millions out there just like me too. Just like prohibition, gun laws won't work either.
