If saunders remains the OC or even the HC-Collins will be the starter for next year and then Campbell becomes the starter. This will not hurt in his progress, but it should make him better. If Collins was the starter last season Campbell would not have even been on the field yet. Collins had a great 4 game run, but let's not go overboard, Todd Collins is no Kurt Warner.. He was a backup for 10 years a reason.. His arm strength is marginal & his mobility is negligible.
You play your franchise QB and let him lead you to where you want to go. Next year is Campbell's 4th year in the NFL with 20 starts under his belt. He doesn't need to 'sit back and watch' anyone.
