I've heard Bank of America and Capital One are some of the worse credit cards to get with. I can't give you any advice but it looks like they are duping you pretty bad.
I've got my credit card with Citibank. So far so good.
Good luck with your BoA card, I hope you can get that cleared up without too much of a mess.
