Is Cartwright an Unrestricted Free Agent or is he still a Restricted Free Agent? Sorry, I am not as familiar with your roster and do not remember when he was drafted.

If unrestricted then you have to concur with FRPLG. But if he is restricted, just offer him the low rookie tender. If some other team goes after him, the Skins get right of first refusal and can get a draft pick in compensation if he leaves.
