For what its worth...here is a link suggesting that 2nd round draft picks could be slowed due to 4 year contracts...and the 4th year is not part of the collective bargaining agreement....it has something to do with cap and signing bonus allocations.
Anyways...the league is supposedly still interpreting this and should announce it presumably this week...many teams are waiting on this.

I personally think our remaining 2 2nd rounders may miss the first day.
My opinion is that they will rule on Monday and they will sign then...it is a little late to get this done today.
By the way...I dont think Kelly is actually signed

They need to negotiate to get bonuses in non cap years to count against a capped year....and there is some loophole to give rookies a bonus in their final contract year...if uncapped...it needs interpretation of how the bonus is allocated per the cap.
