No slouch, but I wouldnt call him the best. A big part of his success has been because of that guy (#81 I think?) on the outside. Also I wouldnt say Witten is a better blocker by far. Cooley blocks when asked to, and has a lot of experience playing all over (H-back, tight end, wideout). Another thing, is Cooley even as a rookie had a natural ability to read defenses and find the holes in zones, which this west coast hybrid is heavily predicated upon.
