I get what you are saying, but people are doing everything they can to pay the least amount in taxes anyway. Businesses will base their company overseas even if they do pay a reasonable amount in taxes here, but they will still be able to pay less overseas. Businesses are formed to make as much money as possible, even if they affects their home country negatively.
