Best comination of graphics, story, voice acting, and most of all scares. I've actually been thinking of buying it as it cost $20 for the game and $40 for a Gamecube at Gamestop. Resident Evil 3 is also pretty scary due to a creature called Nemesis that follows you around but it has a pretty bare bones story. Resident Evil 2 had one of the better stories but got beat out when Remake was made.

So with all that I'd have to say Silent Hill 4 was the scariest game I've ever played, given the fact that I was 21 when I first played it and it still continues to be freak me out.
I haven't tried any of the Silent Hill games, I'll give 4 a look.

Did you ever play Eternal Darkness for the GameCube? Great game. I'm surprised they haven't put out a sequel.
