The Executive/Legislative branch doing nothing would not be anarchy, because all the laws needed to maintain order are already in place. So it's not anarchy, although if no funding bills were passed it would get pretty nasty pretty quick.
I think Trample's points are to the extreme side of Libertarianism, which is to say if the Constitution don't say it the Congress doesn't need to write it.
As I put in my sig, it would be nice to see a real attempt at looking at every aspect of government, without either side bringing their petty issues up every time (Obama's quote made me think of how every thread here becomes about Vinny/Danny I may borrow his line and just substitute the word football at the end of it) . Real reform could and should include bringing the education and military establishments away from the union/generals hands and look at what is working. I sincerely hope that Obama lives up to the ideals of his speech.
