Sadly there aren't. I'm surprise that there aren't any league code of conduct that would punish this type of behavior.
Whoever signs he would be smart to put some clause about his behavior. But it only takes one team to take him 'as is' to make this impossible. Knowing Drew Rosenhaus, he's not going to get T.O. signed for cheap anywhere.
