It is becoming increasingly doubtful in my mind that there will be a team willing to pay a heavy price to move up to #13. I am thinking that both top QBs will be gone so the best chance might be if some other team (Detroit, Jets, or Tampa Bay) feels that they have to move up to ensure they get Josh Freeman. Unfortunately trading with Detroit would get us a first and third rather than a second, so some of the guys you mention would likely be gone. Tampa doesn't have a second (K2) and dealing with the Jets would require including our third.
Anyway, of the guys you mention I like Britton (but he will go in the first most likely) and I really like Jamon Meredith (but I think he can go pretty high as well). But if the Skins could move down and get Britton (likely later in the 1st) or somehow nab Meredith in the 2nd (which would be pretty lucky since I don't think he makes it to the 50s) I would be quite pleased.
