Did they shake hands and then turn to their original directions or keep going? Perhaps they ran into each other? Maybe that's how he walks to get to his work/etc and sees the same guy every morning.

I definitley hear you! I am not trying to start a Salem Witch Hunt but o nthe same hand on trying to be viliglant to what is going on in. I also see this middle age asian man walking all the time. He stops looks at people's garden, says hello if you pass him, etc... the dude is on a walk and he does it all the time. The guy I am speaking of has a lot of little clues that make him seem shadey. His head is on a swievel when he is walking he dififintley noticed me drive by him and when I came back he made the gesture. Also him and that guy didn't do the quick shake until I passed, they meet for like two seconds. It smells of drug deal.
