^^This is solid advice. I know here in Frederick County, they take drug problems very seriously. I'm currently serving on the Grand Jury here...every other Friday from February to the end of August...we'll hear on average 8 presentments each session, of which 4 or more are drug related.
If your local district has a drug enforcement unit, that might be another route to go as well. Give them your description of the person and their patterns, and let them handle it. Who knows? Your guy may have already sold to an undercover or an informant, and not known it.
