Drug deals made on the corner with 2 second hand shakes aren't exactly big time. But I understand your concern. I think his hands up in the air "what" motion pretty much tips it off. If he wasn't doing anything shady, he wouldn't give a shit who glances in his direction as they're driving by.

You already took a good first step by calling the police. You mentioned how tight knit your community is. I would use this to your advantage. Alert your neighbors. Maybe if the entire neighborhood starts giving this dude the eye he'll knock it off. Or at least take his business elsewhere.
