True. The NFL determines the rookie pool for each team based on the number of draft picks and position of those picks. They are assigned a rookie pool number. The total money allocated to draft picks cannot exceed this number, and is included the salary cap.
For instance in 2004 our rookie pool was about $3M. Here's the 2004 cap hits of our drafted rookies:
Taylor - $2.16M
Cooley - $395K
Molinaro - $255K
Wilson - $270K
Total - $3.06M
