The "Waiver Wire" is done in the order of the draft, each team gets a chance in that order to pick him up.
If no team picks him up off the wire (before 4PM EST), then he becomes and unrestricted free agent and can be signed by any team, but, the contract negotiations start all over and he looses that 2.1 mill.

We are far enough into the season that waivers work in order of current records, not previous draft position. For example, the Redskins drafted 13th but now are around position 6 (depending on tiebreakers) for waivers.
