Maybe use the reputation feature of vBulletin a little more? It's there now, but isn't displayed publicly.

I think this will make people a bit more accountable for their posts. I'd like to see people think a little more before they post, and I think that having a public reputation may help this.

Also, I think that there should be a higher threshhold for the blue hat avatar.
