Yes there should be more strict testing requirements of drivers over a certain age. But at the same time, if someone wants to get in a car and drive regardless of whether they have a license or not, not much you can do to stop that.
As far as tossing elderly people in jail, not sure I really see the benefit of making them a financial burden on the state.
