I doubt anyone would get that attitude of I won't be here when they are serving a 6 year term in the Senate. Maybe for the state representatives only having a two year term, this could be the case. Honestly, if you cannot get things done in two years, you will be voted out anyway. I think being in office for more than 12 years could leave one out of touch with there district, or state. Think back 12 years ago, a lot has changed.
As for determining rank, go by seniority first if possible, then go by birthday or something unbiased.
