That's the minimum, but the tender can be any number at or above the minimum. It can be $4,987,654.32. However, since the player doesn't have power of negotiation with regards to free agency, it makes the most sense for the team to tender at the lowest possible level for the compensation. In Jason Campbell's case, I believe that the minimum tender would be in excess of the 1st & 3rd round tender, so there's not a whole lot of decision to be made with him.
