i would start with the o- line.
tackle- draft pick
guard- Rinehart
center- Williams
guard- Dockery
tackle- free agent
T.E- i would trade either Cooley or Davis( which ever had better value) for a draft pick(s)
WR- Moss
Kelly
Thomas
RB- Portis
QB- Campbell( this would be his last)

defense
DE- Carter
Orakpo
DT- Haynesworth
Griffin( this would be his last)
LB- Macintosh
Fletcher
free agent( Dansby?)
CB- Rogers
Hall
safety- Landry( would be his last, unless greatly improved)
draft pick, or free agent
the kicking game would remain the same. with Gano and Smith.
KR- Hall, Thomas, and maybe Moss
and there would be rules. if you dont practice by Friday, you dont play
