Because Buster, well, is a stupid man incapable of meaningful thought it must be pointed out the ads were done in-corporation with organizations in the PSA business and wasn't paid for by the government. The campaign was the product of National Responsible Fatherhood Clearinghouse (NRFC) and the Ad Council with DHS/White House merely making a guest appearance. Since 2008 media organizations across the country, including ESPN, have donated 38 million dollars in free advertising to the NRFC's campaign.
As for the real question of whether the government should be in the business of encouraging fathers to be fathers? I would tend to think the answer is fairly straightforward from moral and social welfare argument.
