Regardless of whether he is in office or not Bush's budget is in effect until September 2009. The budget doesn't change unless if there is a supplemental request by Lord Obama
which in fact did to support the ongoing military effort.
Going forward with his 2010 budget Obama includes all military spending for the war effort in the budge unlike his predecessor who hid war spending from the budget by constantly using supplemental requests.
