Gibbs is not a GM. And in his radio address with the fat stinking Tony, he addressed your very question. He said that there were plenty of good teams around the nfl that excel without a proper gm. Tony said, the Patriots have a GM. Joe laughed, and said, do you honestly think in an organization with Belichick, that the GM makes any important decisions. He also said that he runs the club just like charlie and his previous gm's. He is comfortable with the organizational layout, and it will not change.
Somewhere there was a thread on here, or a hyperlink to an article discussing one obvious benefit of having a GM. It was during the Coles negotiations. The point was made that the Coles situation was mismanaged primarily because Joe and Danny were talking to Coles, and his agent. That a seasoned "Manager" would have been able to keep both sides civil. It could be argued that with a proper GM in that case, we could have saved $5 million.
I say that because, Gibb's wouldnt have slipped up in his first conversation with Coles, and told him that he would trade him. Not taking into consideration at that point the cap hit. (Of course that conversation is mostly reported by Coles, not verified)
