Gibbs had the final say. Period. Remember Desmond Howard? Gibbs took the blame for that move. We traded away a freaking 6th and 28th pick in the first round for a colossal bust.
Gibbs also said he didn't trust the draft. Not exactly his own words because I can't find the direct quote, but that's the gist of it.
