1.NT
2.RB
3.WR
4.Interior Olineman
5.DE

Other areas: possible upgrade at Free Safety, possibility of replacing Carlos if he leaves which would be a huge setback, and drafting a replacement when McNabb leaves
As of right now there isn't a single Noseguard to be had before round 4 or 5 so I wouldn't really expect the draft to be a reliable source of prospects for the 3-4's most critical position. Then again the upcoming draft might give the Skins to take a guy like Mississippi's Jerrell Powe or Hamptons Kendrick Ellis in the later rounds.

Of course if history is any indication the best NT's usually come from the first two rounds (Kevin Williams, Casey Hampton, Vince Wilfolk, Haloti Ngata, and BJ Raji were all top half first rounders. Shaun Rogers, Jamal Williams, Terrance Cody, and Kris Jenkins were second rounders. Only Kelly Gregg, Jay Ratliff, and Aubrayo Franklin were second day picks).
