No, no and yes.
I was just using your line of thought...if a great player has died and some time has passed, forget about him and hand out his number! 
All that I listed + #21 should stay in the Ring of Honor and off the field. There's probably a few more too. We roster 52 guys, we can afford to put a dozen out of service if warranted.
