I would guess that they would say his deal guaranteed him 11 years worth of payments IF he remained on the roster, etc. The article said that he sued the nfl & won after 11 years, but implied that pertained only to his filing for disability. I don't see how he would just let the Bears stop paying him w/out some legal action. My guess is that the Bears don't owe him a thing, and never have.
