Most offensive coordinators have a great deal of influence on who plays and who sits.
They're judged by how well their offense is executed and I'm quite sure that if a coordinator feels a player is not capable of executing his system he'll go to the HC coach and suggest that particular player be replaced as in the case of McNabb.
As OC it's his responsibility to diagram the plays and have the correct people on the field to execute them, therefore it's only natural that he have input. He's not going to be allowed to make any decisions that will cost the HC wins.
