I think if he's a distraction early on, you suspend him again for 4 games and sit him at home the rest of the year like the Bucs did with Keyshaun. THEN, you wait until the off-season and dump him.

I am not positive about this but I think that option is not available.
When the Eagles sent T.O. home for the year, the NFLPA filed some sort of grievance and the NFLPA won. I believe that the most a team can do is to suspend a player for 4 games for "being a distraction" or things like that. After that, I believe the player has to be put back on the team or released.
