Keep in mind Stallworth didn't play in 2009 because of the whole DUI thing, and last year he played in 8 games and had only 2 catches.

In 2008 he played in 11 games for the Browns and had only 10 catches.

So not only is it possible he won't make the team, I think it's quite probable he won't make the team.
