Barber wanted big bucks, too. He settled on a one year deal to showcase his abilities, and eventually signed a long term deal with the Chiefs.
A lot of people make the mistake of saying "The Eagles signed Barber for $X, we should have kept him for that." Barber wouldn't have signed the same deal from us - he believed he already proved himself to the team. He wanted to beat us (hence the division rival) and showcase himself to the league.
