Well, you're not in great cap shape
after you sign Matt Flynn. You're making a two or three year commitment to a guy at the QB position, and then either you've solved the issue (yay!) or you're paying double money to the QB position in Year 4 not to have Flynn on the team.
Plus, who the heck is going to want this job in 2013 if we're stuck with an ineffective Flynn on the roster? Gotta think about the future as well.
The other thing is I think the good-ness of the Cap Situation is overstated. I was looking at this today is that while the Redskins have a decent amount of money to spend ($20-$25 million or so), there aren't a lot of good contracts (I'd say Orakpo has a pretty team friendly contract through 2013) on the team, and a lot of key guys are UFAs this year and next year. It won't hurt so much to get away from Jammal Brown...that deal appears to be made with the risk of failure in mind.
Plus that available money is a bit deceiving because of the QB position. If you add Flynn to the mix, it's considerably tighter. Basically, you don't have the financial flexibility to sign Flynn, give him one season, and then be wrong and cut him, and then still be in good cap shape.
