I think it's been proving time and time again that the people in LA don't give a shit about football. So they'll put a team there, it'll fail and they'll move off to some other city.
Also, any expansion in the NFL right now is a horrible idea. Nobody wants a team in London and any team is going to dread having to go there every year to play them. (if in conference)
