Cousins may be a decent player but Griffin is, strictly based on how much the Skins gave up for him, clearly THE guy that Shanahan wanted and should be afforded the chance to develop without another young drafted QB around. If Cousins is some sort of a Griffin injury hedge--well then Rex or some other veteran could have done that role. And we would have applied the pick towards a greater need.

The Giants had Kurt Warner be the backup. Hence, drafting a backup was not needed as much.

UDFA QBs are more than likely hopeless, with the a low ceiling in the case they don't bust.

The plan is obvious. Cousins is a "shadow" first round pick to be. Let him look pretty in preseason, and some QB-starved team would pay big assets to get him. That's the plan. That's far more than a sleeper pick at any other position would net.

And if Cousins has good character and a leader, then that further stablizes the locker room because you've got two QBs to set an example about preparation and putting in the work.
